WHAT THE RECORDS SHOW

Different roles. A documented financial connection.

Killin’s House disclosure reports dividend income from her spouse’s indirect interest in FS Vector. The firm reported lobbying income for clients with the following infrastructure roles. A client’s business role and the subject of its lobbying are separate questions.

Facilities

Meta, Intel, FIS and TransUnion document owned or operated facilities. Navy Federal adds a more qualified internal-backup-facility case. Internal infrastructure supports a business; it is not necessarily a data-center rental business.

Equipment & financing

Intel supplies data-center equipment. Block developed mining chips. Citizens arranged a named data-center credit facility; Morningstar DBRS rated a named data-center debt transaction. A credit rating is not a loan.

Industry advocacy

The Digital Energy Council and Chamber of Digital Commerce advocated on mining, energy or infrastructure policy. They are not facility owners, and their members are not automatically FS Vector clients.

A direct lobbying-topic connection: FS Vector’s Aon reports explicitly include data centers in insurance-brokering issues in 2026 Q1 and Q2. Each lists $50,000 for all reported work—not for data centers alone. The filings identify a topic, not a policy position.

$3.419 million is the graph-period income reported for the ten outlined client accounts across all their lobbying work. It is not a total for data-center lobbying. Roles overlap some part of each client’s full engagement, not every quarter; Citizens’ named financing is from 2020. Excluding the two more qualified cases—Navy Federal and DBRS—leaves eight clients and $2.439 million.

Banking & insurance

  1. Aon Service Corporation$1,100,000Data-center lobbying topic · business role unresolved

Lobbying topic confirmed; business role unresolved. FS Vector’s 2026 Q1 and Q2 reports for Aon Service Corporation explicitly list data centers among insurance-brokering issues. Each report lists $50,000 for all reported work, not $50,000 for data centers alone. This is confirmed lobbying on a data-center topic. The filings do not state a pro-development position, and the review did not establish this exact subsidiary’s delivery of Aon’s group-level data-center insurance program.

Lobbying record: LDA issue text identifies a topic, not a position, enacted policy, insurance placement, or causal outcome.

    Reporting span: 2020 Q1–2026 Q2. Positive numeric reports: 2020 Q1–2026 Q2. Full-history numeric subtotal: $1,280,000.

Activity dates: 2026 Q1-Q2 LDA issue; 2025-2026 Aon group data-center product materials

Entity boundary: Aon Service Corporation is the exact LDA client. Aon's group insurance offering and another affiliate's hosting cannot automatically be assigned to this subsidiary.

Economic role: At group level, risk consulting and insurance brokerage could earn fees from data-center projects, but no policy placement, fee, client or payment by Aon Service Corporation was established.

Limits: The official subprocessor table separates Aon Service Corporation from the affiliate listed for data-center hosting. Research gaps: Whether Aon Service Corporation underwrote or brokered any specific data-center policy; Whether it earned a fee on a named data-center transaction.

Research confidence: high for exact LDA topic; insufficient for qualifying D2/D3.

  2. College Avenue Student Loans$1,100,000No qualifying evidence found

No qualifying evidence found. Private student-loan originator/financier; no data-center-specific role identified.

Lobbying record: Student-loan policy is not data-center advocacy.

    Reporting span: 2019 Q1–2026 Q2. Positive numeric reports: 2019 Q1–2026 Q2. Full-history numeric subtotal: $1,400,000.

Entity boundary: LDA names College Avenue Student Loans LLC; College Ave branded page is attributable to that business, while unrelated student-aid 'data center' links are government sites.

Research confidence: medium. No qualifying evidence found in this review does not prove no connection exists.

    • About College Ave (undated current page)Describes student loans and their securitization; no data-center project activity.
  3. Morningstar DBRS$565,000Equipment or financing services

Equipment or financing services. DBRS, Inc., branded Morningstar DBRS, assigned a provisional credit rating to a named $150 million EdgeConneX data-center-backed debt issuance in 2024. That is a financing-related service, not a loan. Its economic contribution is inferred; the rating fee and payer are not disclosed in the reviewed release.

Lobbying record: No basis to tie FS Vector lobbying to this rating or data-center securitization policy.

    Reporting span: 2022 Q3–2026 Q2. Positive numeric reports: 2022 Q3–2026 Q2. Full-history numeric subtotal: $565,000.

Activity dates: 2022-04 initial EdgeConneX rating referenced; 2024-07-15 rating release

Entity boundary: Original FS Vector registration names DBRS, Inc.; the rating release identifies DBRS, Inc. (Morningstar DBRS). This resolves the brand/legal-name concern for the cited transaction.

Economic role: A requested credit rating can support access to debt investors; the exact rating fee and payer are not in the inspected release. A rating is not itself a loan or equity investment.

Limits: Ratings do not demonstrate DBRS financed, owned or operated the facility. Research gaps: Rating fee and payer, final issuance proceeds and causal financing effect are not established.

Research confidence: high for identity and performed rating; economic contribution is inferred, not measured.

  4. Coventry Direct$420,000No qualifying evidence found

  5. Navy Federal Credit Union$415,000Data-center facilities

Data-center facilities. Navy Federal describes a backup data center at its recovery facility and a completed data-center migration in its 2024 annual report. This is an internal-infrastructure connection, with medium confidence about the timing and exact facility role—not a claim of data-center rental income.

Lobbying record: No source ties FS Vector's issues to Navy Federal's internal migration or continuity site.

    Reporting span: 2023 Q4–2026 Q2. Positive numeric reports: 2023 Q4–2026 Q2. Full-history numeric subtotal: $415,000.

  6. Citizens Bank$384,000Equipment or financing services

Equipment or financing services. Citizens Bank, N.A. was a joint lead arranger and bookrunner for Aligned Data Centers’ $1 billion credit facility in September 2020. That is the exact bank named in the lobbying record, not First Citizens. The evidence predates this graph’s 2021 start but overlaps the bank’s full FS Vector engagement. The $1 billion was the whole facility, not Citizens’ own commitment or fee.

Lobbying record: No evidence FS Vector's banking lobbying concerned Aligned, Cumulus, or data-center finance specifically.

    Reporting span: 2020 Q1–2026 Q2. Positive numeric reports: 2020 Q1–2026 Q2. Full-history numeric subtotal: $554,000.

Activity dates: 2020-09-16 Aligned financing; 2023-06-26 DH Capital ODATA advisory; 2024-03-14 DH Capital Cumulus advisory

Entity boundary: The Aligned issuer release names the LDA client's exact Citizens Bank, N.A. legal name. DH Capital is described as a division of Citizens and should remain a separate group-level advisory example.

Economic role: Credit facility made financing available to Aligned Data Centers; arranger/lender fees and any funded balance for Citizens Bank, N.A. are not established by the release.

Limits: First Citizens Bank T5 financing is a different bank and must not be attributed to Citizens Bank, N.A. Research gaps: Citizens commitment share and actual draw/fee in Aligned facility.

    Research confidence: high.

    • Aligned Closes $1 Billion Credit Facility (2020-09-16)Issuer directly identifies Citizens Bank, N.A. as joint bookrunner and joint lead arranger of a data-center financing facility.

Lobbying record: FS Vector reports end 2024 Q1; no claim that its lobbying caused or concerned the 2025 program.

    Reporting span: 2021 Q1–2024 Q1. Positive numeric reports: 2021 Q1–2023 Q2. Full-history numeric subtotal: $340,000.

Entity boundary: The annual report is Ally Financial Inc. consolidated disclosure; it names its Specialty Finance unit, not a particular loan-making subsidiary.

Economic role: Ally offers debt financing for data-center construction and operation; the inspected sources do not name a funded data-center borrower or quantify deployed capital.

Limits: The dated program launch follows the engagement's last report. Research gaps: Named funded project and legal lender unavailable in this pass.

Payments & fintech

  1. Intuit$920,000Connection unresolved

Connection unresolved. Intuit historically owned the Quincy data center, sold in 2018, and described a Plano data center in its 2020 filing. Data-center facilities. Intel operates internal data centers and sells processors and other equipment built for data-center workloads. Its 2024–2025 IT report lists 54 data-center modules at 15 sites. Its facilities and its equipment business are separate roles.

Lobbying record: Patent reform and ITC reform, not an identified data-center permit/construction assignment.

    Reporting span: 2022 Q1–2026 Q1. Positive numeric reports: 2022 Q1–2025 Q3. Full-history numeric subtotal: $750,000.

Entity boundary: Intel Corp is the direct LDA client; IT is its internal division; DCAI is the reported corporate product segment.

Economic role: Documented DCAI product segment earns substantial revenue ($16.919 billion in 2025 under reported segment scope); internal IT centers support chip design, compute and operating efficiency. Neither is proof FS Vector's patent work caused those earnings.

Limits: Intel's own facilities are principally internal-use. Segment scope includes multiple products and intersegment activity; not all revenue equals new data-center construction revenue. Research gaps: No lobbying fee allocation by Intel business segment.

    Research confidence: high.

Economic role: Internal-use facility operation/lease; no commercial colocation service shown.

Entity boundary: Facebook Inc renamed Meta Platforms Inc. Corporate reporting is consolidated; do not infer individual parcel title or a current FS Vector engagement.

Economic role: Documented infrastructure supports delivery of monetized platforms; operating costs/capital spending are disclosed. Inference: facility capacity enables advertising/service revenue. No separately measured data-center profit is established.

Limits: Historic client. Internal infrastructure is not a separate data-center rental revenue stream. Subsequent no-activity/termination records do not extend the numeric engagement. Research gaps: No client-specific tracing to household dividends; no issue-specific data-center fee.

    Research confidence: high.

Infrastructure advocacy. The Chamber’s 2022 policy work defended proof-of-work mining and addressed energy and environmental restrictions. That overlaps its FS Vector engagement. COMPLETE AUDIT · 66 CLIENT RECORDS

Four additional records outside the graph

The full federal filing history contains the 62 clients above plus these four. Three have numeric income only before 2021; BeaverFit has no quantified positive income in the retrieved records. A blank or nonnumeric filing is not proof of a zero payment.

BeaverFit No quantified positive income

No qualifying evidence found. Manufacturer of fitness and tactical training environments and equipment.

Lobbying record: Registration/termination appears in 2020 Q4; no specific issue text or numeric income in selected history.

Reporting span: 2020 Q4–2020 Q4. Positive numeric reports: none. Full-history numeric subtotal: $0 (no quantified positive income; not a proven zero payment).

Activity dates: Registration effective December 1, 2020; selected report 2020 Q4; facility activity not established

Entity boundary: LDA client is BEAVERFIT; do not transfer affiliates', members', customers', or providers' facilities to this entity without direct evidence.

Research confidence: medium. No qualifying evidence found in this review does not prove no connection exists.

Fidelity Information Services LLC $40,000 before 2021

Connection unresolved. The amended original registration names Fidelity Information Services LLC, an FIS subsidiary—not Fidelity Investments. Its older hosting contract does not establish facility operations during the 2020–2021 lobbying engagement. This client ID remains separate from the later FIS parent record.

Lobbying record: Patent and intellectual-property issues, not data-center construction.

Reporting span: 2020 Q2–2021 Q1. Positive numeric reports: 2020 Q3–2020 Q4. Full-history numeric subtotal: $40,000.

Activity dates: 2014 contract predates 2020 Q3-Q4 numeric lobbying reports; group link documented for 2020

Entity boundary: Exact amended print LLC matches FIS subsidiary list. Preserve client 206218 separately from parent 65054; not Fidelity Investments based on the misleading API label.

Economic role: 2014 contract documents commercial hosted software/service fees; references affiliates and third-party facilities. No verified assignment of 2020-21 physical operations or revenue to the exact LLC.

Limits: Contract can be performed by affiliates; host facility may be operated by third party. Parent operations cannot simply be assigned to this subsidiary. Research gaps: Retrieve dated LLC-specific facility operations record covering 2020–2021; Moldova-hosted ISO certificate retrieval failed.

Research confidence: medium on identity; insufficient on contemporaneous exact-entity role.

Activity dates: 2020 Q2

Entity boundary: Ripple Labs is distinct from independent XRP Ledger validators or exchange counterparties

Research confidence: medium. Ordinary cloud, software or validator use does not meet this report’s threshold.

METHOD & LIMITS

What this network does—and does not—show

Scope and amounts. The September 23, 2026 retrieval covers 66 direct-client IDs for FS VECTOR LLC, registrant 401105148. The full history begins in 2019 and totals $23.008 million in numeric reported lobbying income across 787 selected quarterly reports. The graph retains its 2021–Q2 2026 window: 65 client IDs have quarterly reports, and 62 have positive numeric subtotals totaling $21.398 million. Client IDs can belong to related companies; they are not necessarily unrelated corporate groups.

Latest amendments. For each client and quarter, the latest posted report or amendment replaces earlier versions, even when the latest amount is nonnumeric. Nonnumeric “under $5,000” entries are not added to the subtotal. No post-Q2 reports were present at retrieval; this does not establish an absence of later activity. Industry groups are editorial labels, not LDA fields.

What qualifies. Gold outlines require documented facilities, purpose-built equipment or a named financing service, or substantive infrastructure advocacy, with support for overlap during some part of the full FS Vector engagement. Ordinary cloud use, generic AI interest, association membership and uncompleted proposals do not qualify. Intel has both facilities and equipment roles; its income is counted once.

All 66 decisions. The audit found ten qualifying clients, 12 with ordinary technology use only, 36 with no qualifying evidence located, and eight unresolved cases. “Not found” is not proof of absence. Filecoin’s earlier highlight has been removed because project execution and engagement overlap remain unresolved. Aon’s confirmed lobbying topic is marked separately from its unresolved corporate business role.

What this does not establish. Client-account lobbying income is not data-center-specific fees, verified payments or firm profit. The House disclosure reports dividends from an indirect interest in the firm, not their client-by-client composition. These records do not identify Raj Date’s work on particular accounts, show that lobbying caused a project to proceed, or establish wrongdoing.
