Open questions

Records that should decide the next round of public claims

The purpose is not suspicion mining; it is to identify which records would resolve which claim.

Appeal

  • Was an appeal filed by the June 22, 2026 deadline?
  • If yes, what is the docket, hearing schedule, and decision record?
  • If no, is there an official no-appeal confirmation?

City Process

  • What is the final executed development agreement?
  • What exact conditions are enforceable after July 16, 2026?
  • Would a future water-intensive cooling redesign require an amended development plan, CSU review, PPRBD permits, or all three?
  • Are there any staff interpretations about major versus minor modifications for future Taurus changes?

Water

  • What do final water/wastewater/meter construction drawings show?
  • What is the final cooling-system volume?
  • Are there refill, leakage, maintenance, or reporting conditions?
  • What do water account or billing records show after operation begins?

Utility Cost

  • What CSU Large Load tariff provisions apply?
  • What does the project-specific service agreement require?
  • What infrastructure costs, deposits, collateral, or capacity reservations are assigned to the customer?
  • Are any costs socialized across other ratepayers?

Generators and Air

  • What state air-quality permits apply?
  • What emissions modeling was submitted?
  • What runtime and testing restrictions are enforceable?
  • What fuel-system permits or inspection records exist?

Noise

  • What is in the final sound monitoring plan?
  • What is in the executed development agreement?
  • What are the complaint, remediation, enforcement, and financial assurance terms?
  • What do post-construction measurements show?

Economics

  • Are the job numbers binding in any agreement?
  • Are there any tax incentives, utility incentives, rebates, abatements, or economic-development agreements?
  • What is the full public-fee calculation beyond the CDI Police/Fire determination?

Public Rhetoric

  • Which claims are being repeated without project-specific evidence?
  • Are any claims tied to campaign messaging, paid advertising, mailers, or organizer records?
  • If so, what direct sources support the relationship?
